Job Summary

Participates in the analysis, design, testing, documentation, implementation, support and auditing of comprehensive Hospital Information Systems and electronic health records (EHR).  Assists in evaluation, analysis, maintenance and development of system functionality to meet clinical objectives including participating in project plan development/tracking and workflow analysis. Coordinates resolution of system process or performance issues interacting with functional users, internal and external technology resources. Serves as a liaison between the clinical users and the application team as well as assisting with education and training deployment.

Minimum Qualifications

Minimum Education: Master's Degree in clinical field or other related field
Minimum Years of Experience: 2 Years of experience in healthcare environment (i.e. Pharmacist, RN or Midlevel practitioner);
3 Additional Years of experience in an IT setting (may overlap with 2 Years of experience above) 
Substitutable Education & Experience: Master's Degree with 2 Years of experience can be substituted for one of the following: Bachelor of Science degree in Nursing or other related clinical field 4 years of experience in healthcare environment;
Associate's Degree or certification in area of clinical practice such as Pharmacy Tech, LPN, Lab Tech, Radiological Tech, Surgical Tech, etc. with 6 years of experience and 3 Additional Years of experience directly in an IT setting (may overlap with 6 Years of experience above);
8 Years of related experience working directly with EHR systems and 3 Additional Years of experience directly in an IT setting (may overlap with 8 Years of experience above).
Required Certifications/Licensure: Must be willing to obtain certification in Health IT Workforce Training (HIT) program within 6 months of position;
Must be willing to obtain certification in EPIC training.
Required Training: Experience in IT as a business analyst or systems analyst in a medium to large organization required;
Previous project management experience;
Excellent communication, organizational and project management skills;
Proficient in computers, use of clinical information systems, and Microsoft Office solutions;
Strong experience in use of clinical information systems that affect patient care
Strong interpersonal skills and high degree of professionalism;
Presentation skills and the ability to communicate effectively.

Essential Functions

  • Utilizes in-depth understanding and knowledge of workflows, policies, and procedures, patient care/clinical business processes, regulatory requirements and best practices to:    
    • Analyze existing practices by facilitating communication, cooperation and information   from key users, ensuring patient safety and consistent practices throughout the   organization.             
    • Resolve problems and recommends solutions through research, inquiry and data   analysis maintaining logs and tracking of issues.       
    • Design, redesign and analyze processes and apply knowledge to build software application.             
    • Contribute to the preparation of testing scripts and participates in testing for implementation, upgrades, and fixes.  Performs unit, system and integrated testing tasks.
  • Primary liaison between business units, technology and support teams.
  • Elicit system requirements using interviews, document analysis, requirement request, business and workflow analysis.Level 3s will be facilitators and key decision drivers.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high level data into details, abstract up from low level data to general understanding and distinguish user request from underlying true needs.
  • Collaborate with developers, vendors, subject matter experts; to establish technical vision and analyze trade-offs between usability and performance needs.
  • Serves as project champion to promote the integration of technology into the clinical setting.
  • Works with Information System Specialist and subject matter experts to develop tools and resources specific to the application. Level 3s will be developers and decision makers.
  • Prepares and presents to different groups in an effective manner appropriate for the audience. Levels 3s are primarily presenters
  • Participates and supports project and team goals, objectives and timelines working with a sense of urgency and accuracy to ensure effective implementation.
  • Documents needs assessments, processes, system requirements, change management, and user training materials to ensure successful communication to both technical team and the end user.
  • Assists in software selection and evaluates emerging technologies staying abreast of best practices.
  • Successfully engage in multiple initiatives simultaneously.
  • Coordinates system acquisition and implementation of assigned applications, including hardware and software.Level 3s would coordinate.
  • Manages system set up and implementation

Duties & Responsibilities

  • Monitors system performance
  • Participates in the planning and preparation of go-live implementation as well as updates, patches, and other routine maintenance. Level 3 plans, participations, implements and communicates; may lead and direct work activities of others.
  • Utilizes technical expertise to strengthen the knowledge and skills of related team members.
  • Provides ongoing user support and training, when applicable, paying keen attention to user needs and opportunities to offer solutions and modify processes to improve patient care and related efficiencies.
  • Identifies reports and develops report specifications for report writers to meet the needs of the application user.
  • Documents support calls and ongoing issue management
  • Proactively communicates and collaborates with external and internal customers including vendor solution providers.
  • Communicates with vendors as needed for system performance problems and question. Levels 3s escalate issues to appropriate internal personnel and communicates with vendors.
  • Participates in short, medium and long range system planning
  • Initiates and/or maintains project plan documentation
  • Attends continuing education courses, seminars and conferences to keep abreast of Information Technology developments
  • Participates and supports change management process. Level 3s will optimize and manage change management process, procedures and tables for all clinical applications.
  • Follows “Service Excellence” guidelines
  • Performs all other duties as assigned by authorized personnel or as required in an emergency, e.g., fire or disaster.
